NTL!
I'm a moderator on a web forum and for a while people on NTL broadband
were having *HUGE* problems posting..... it would sometimes work, but
generally failed, with the sort of errors you're talking about. Our
admin spoke to NTL and then posted this.......

This uses the Belfast NTL proxy. I don't know if NTL normally uses a
transparent proxy or what, but this solved the problem for all our users
:D
