did the builders go back on a prior agreement with you to leave time for
your cabling?

If so I would be looking for them to solve your problem, if that means they
have to make good after you add your cabling so be it.

I don't know your exact situation but if you are the client then you should
have certain rights under your contract with them as the builder.

Threats of non-payment and/or legal action often produce results.
