There has much speculation about existing iPAQ's that only have 16MB of flash ROM. Don't worry you will be able to upgrade to the basic system. You will be able to load separately if you so desire some of the applications that won't fit in the 16MB ROM which such as Media Player, Terminal Services client, Transcriber, Instant Messenger client.  Expect news shortly from Compaq on the how to.
