It's a requirement of the Petroleum Regs.

My guess is that the nozzle got replaced during maintenance, and the
maintenance company ended up used stock that hand't been
"converted."

P.S. I assume there is some reason why you never see the 'little pin' on
nozzles in this country, probably safety related, but how would this one
have escaped?
