Anybody can buy the OEM from any store that sells it.  I do not know
if this has changed for XP, but for previous versions of Windows,
Microsoft said anyone could buy OEM as long as they bought it with a
major piece of hardware, such as a hard disk or processor/motherboard.

There is of course nothing to stop retailers selling OEM versions of
software to the public on their own - however, if Microsoft find them
out (highly unlikely) then they are in BIG trouble... for the
consumer however, its brilliant!  We "dont know" that we arent
allowed to buy this on its own, so its not our problem, if we can do
without a large manual, we just get a bargain!
