A line will clear if the called party has hung up the call but not for a
period of between 3 and 6 minutes. If the called party picks up the phone
during that time then the time period will restart.

If ever you receive a call and the caller doesnt hang up properly (ie you
can hear them in the background when you lift the phone), simply replace
the
handset and leave it for 15 mins. That should guarantee that your line is
no
longer held up by the incoming call.

If the calling party hangs up then the line will clear instantly as they
control the call.
