Two distinct problems here, my guess, based on what's happening is that
he's using E2k and O2k. The reason for this is as follows:
Firstly, unlike 5.5, 2000 server-side rules seems to reply to the
"From"
field, and completely ignore the "Reply-to".
-- observable evidence - only those who have POSTED messages are getting
these, and they're getting one for each message they posted.
Secondly, it feels like he's using a rule rather than the out of office
assistant.
--- observable evidence - The "once only per unique sender" thing
only
applies to out of office assistant stuff. Wheras a rule will fire for
EVERY matching message...
