I used a Intel P233MMX  for a year or so as HA Server (win2K and ICS) and it was perfect for the job.  It had 128 meg though.
 
Increase your RAM (check www.ebuyer.com) and if you aren't doing anything other that basic HA server duties you should be fine.

I have a K4 200 with 64meg of ram which I want to use as a file server and for ICS running Win2K, is this going to be fast enough and have sufficient ram to work without lots of HD access for virtual memory?
 
I can't increase the memory and I don't want to use Linux.
