Brain,

The garbage would indicat an incorrect baud rate.  Have rechecked the
manual, the correct baud is 1200, not 2400.  Once this is changed,
pick up your phone handset, and "ONLINE" should appear on the
screen.  When you dial the numbers should also appear on the screen.
