No .. the all lights on command is very usefull in emergencies for turning
on lights but an all appliances on command would be dangerous if you had
heaters etc that were coming on without being specifically turned on.

An X10 "Powerflash" module produces an X10 signal in response to
a contact
closure ... his low voltage event could close a relay wired to a powerflash
module.
