Your PC should be perfectly capable of playing DVDs smoothly.
Personally I've had problems with WinDVD and my Duron 650 even though
it's well above their base spec. I get some minor juddering on
playback, but I can sometimes fix it by disabling my network card.
Who knows why that helps, but it's an annoyance.

There aren't many free DVD programs because I believe they have to
pay a licence fee to the DVD standards people. WinDVD and PowerDVD
are around the 30 to 50 pounds area.

There is http://www.videolan.org,
but I haven't had it working yet.
