They still do

but I am not sure how 'ground hugging' it will be. It also talks about
lasting for 2 hours in a still room, so I don't know how long it will last
with 20 screaming kids running about.

Graham,

You used to be able to buy "Cloud in a can" which was smoke in an
aerosole can.  Works quite well, and is non-toxic.  Available from
theater/prop hire companies.  AJS Lighting (cant find a WWW, Keith
may have heard of it) used to stock them.
