The "proper" dry ice machines contain a heater element and a tank
of water.
Dry Ice pellets are placed in a wire basket and when you want fog they are
dropped into the tank of hot water. The Dry Ice quickly turns to gas and
pours out of the machine and hugs the floor but as it warms up it becomes
completely transparent and rises to a higher level.
IF you manage to find any dry ice ther are 2 EXTREMELY important rules.
1. DONT TOUCH IT
2. PLENTY OF VENTILATION or people will die :-(
Dry Ice may be available in London due to the high number of theatres and
such like but I believe it will be hard to find elsewhere. It also cant be
stored or transported easily as it must be kept very cold.

I have a smoke machine that you're welcome to borrow, but I think it might
not be quite what you're after by the sound of it. This produces smoke that
is lighter than air, and so fills a room entirely, from the top down. (ala
"pea souper"). I guess what you're after is a covering at ground
level only,
like on the old horror movies - I think dry ice is probably what you want
for that effect...
I believe dry ice can be bought in pellet form, which you just open and lob
on the floor, and they then evaporate over time. The mist which is produced
is heavier than air, and so will "fall" downwards and hug the
floor.
