No offence taken, I cannot argue with you on this, it is just what the road safety organisations say.
 
I have come across this "public highway" thing before.
 
About a year back I called the Police to remove cars from blocking the pedestrian path after a woman was hit by a car whilst walking past on the road, the Police turned up and slapped a ticket on the first car but let the others drive off, one of then had crime covered number plates (actually looked like it had none) and when I asked the Police man why he did not do anything to said vehicle his reply was "I can't touch it as it is not on the public highway"!!!
 
This is in no way a criticism of the Police as I have and still do have the greatest respect for them in a job that is getting harder and more violent, and my brother-in-law is one of them!
 
The point is, car drivers think they can do whatever they want regardless of the law, even to the detriment of the pedestrian safety.
 
All I want to be is safe, and all I want is our children to bee safe, they are our future.
 
Just out of interest I will contact the Cycle Touring Club "CTC" and see what they say, it will be interesting if I have been wrong all these years!

Sorry, but have to disagree with the ILLEGAL aspect - I've enquired about this before and it's only illegal on the public highway.
 
I do, however, agree that it is dangerous and risky from a theft perspective. That's why I mentioned in another post the Clifford Smartstart. With this, the car remains locked with the alarm armed and there are no keys in the ignition. Also, if you try to drive the car away without disarming the alarm and putting the key in the ignition, it cuts out as soon as you attempt to drive away. It's a cool device, very safe (as long as you don't fit it to a manual).
