Not quite true ;-)

D channel signalling is the "clever" way to do credit card
referals.

You _can_ use the 16k D channel to give enough information, and when BT
mounted a legal challenge to stop people doing this, they lost ;-)

Mark's assertion is, however, still likely to be true for your purposes :-)

Not quite true.
There is a low bit rate signalling channel which is always on - but
can't be used for anything useful thanks to BT being half-arsed.
Which makes Mark's assertion effectively true.
