A bit of research last night uncovered the answer though...

Basically, all my assumptions were correct, my problem stemmed merely from
the fact that floppy boot disk I used as the "model" for the boot
CD image
was produced by Norton Ghost's Boot Disk Wizard, and this uses IBM PC DOS,
as opposed to MS-DOS (presumably to avoid licensing fees?). Apparently boot
CD's don't like this at all! - once I replaced that with a
"proper" MS-DOS
format boot disk, (produced from Windows 98's "Start Disk"),
everything was
fine.

Booted up my test PC last night no problem!...
