I'm using an Hauppauge WinTV PCI card with very reasonable results.
There's a Active-something-Sys? IR dongle that you can run off the
serial port but I haven't tested it myself. I installed both
ShowShifter and SnapStream on a Win2k box and ended up keeping
SnapStream for it's network-friendly web interface and Windows Media
format files you can play back on any PC on the home LAN. ShowShifter
uses a private file format by default which is fine you intend to
play them back on the same PC as your record it on.
