I assume you are just using the NTL scart for its loop through.
 
The Chroma signal uses the same pin as the Red so should pass through no problem, however you will need to set the TV to S-Video input not RGB or composite.
 
If you have the TV set to composite and feed it an S-Video signal you should get a perfect black and white picture, in practice you often get a washed out cplour picture as the Chroma bleeds through in the SCART lead.
 
I assume you are also feeding the PC into the JVC video as S-Video.

The general 'windows' display is good, but running SS the tv display looks washed out. Tweaking the settings improves things a little, but I think its the limit of the WINTV card. This is from a svideo feed from a jvc svhs from an ntl digital RGB scart.
