I have the same problem and nothing I did cured it so  called Habitek this
morning. Their guy is out of the office until tomorrow at best. This is
however a known problem they thought they had fixed.

It's the obvious one but check that the .DLL actually exists in the
directory:

C:\Program files\L&H Shared\pcmm asr1600v3\

If it is you can register the .DLL just to be sure with regsvr32
