I just use the Neato labeller that came with my CD writer, t gether with
inkjet stock which can print photo quality labels. I've also got some stock
that you can print on to produce little cardboard envelopes. Its all
available from www.neato.com. You can buy the labeller elsewhere, but I've
yet t  find an online retailer that stocks all the consumables.

Phil's right though, Unless the label is particularly dark, the original
writing on the CDR will show through.
