Whether you're obliged t pay the extra £10 depends if the delivery contract mentioned it:
 
If you were shown the delivery T&Cs, or were given the opportunity t view the T&Cs, AND the T&Cs mention this, then you're probably obliged t pay up. This is irrespective of whether you have a contract with DHL or whether you have a contract with the vendor which obliges you t pay any additional charges levied by DHL.
 
If, however, no mention was made of this, then you're probably not so obliged (although, obviously, you are obliged t refund the C&E fees.)
 
Certainly, the courier company does not have a special legal right to levy this (and I've just confirmed that with HMC&E on their helplines.)

Hi Mark,

I am postive you do. The post office als charge for admin when you pay duty and VAT. They say it is because they pay the duty and VAT for you to speed things up in getting the items cleared with customs. Mind you, £10 is a bit of a rip off as the post office only charge 6.50 admin. This ain't s bad if the item cost was high, but in my case the items only cost around 50 quid and with the duty and VAT I get stung 17.50 a time. Ouch..!!
