Nah guys,

You are missing the point. it's the distance of the spark from the vapour.

Your fuel tank is at the back of the car, and the space between cars is
great enough that the vapour density is way the hell down by the time it
reaches an ignition source. the cellphone could be on your belt, literally
*inches* away from the nozzle.

Even if you were t  pour raw fuel on the deck beside your car's tank, the
vapour would be well below ignition ratio by the time it reached the
starter
motor etc.....

Remember couple of years back there was a series of forecourt fires in
Germany? they were caused by the netallic nozzle sparking against metal
liners in the tube leading t  the fuel tank. Thats why they all have these
plastic liners with one way vapour locks on them now.

(Explanation came t  me from a friend wh  used t  be quite senior in Exxon,
when I asked this exact question)
