I notice from your headers that you're using Outlook Express..... I
used to set

OE Options
Check for messages every 1 minutes
If my computer is not connected at this time Connect even when
working offline

IE Options
Set your primary ISP connection as default
Always dial my default connection
In Advanced, set up
Try to connect X times
Wait X seconds between attempts

It works fine most of the time........ without downloading and
configuring something else :-)
