Reading car number plates.

I might have imagined this, but I remember seeing on someone's website a
screenshot or html page showing a log of car number plates that the PC had
seen, I'm sure it was a HA site and not some police thing (I'm certain that
if I did see it it was HA)

Does anyone recognise this setup?
