Easily solved by putting a 3A FCU (fused connection unit) before the
socket.
If plugging in a 13A appliance, either the 3A fuse, MCB or 5A rewirable
fuse
will cut the power and protect the lighting cabling - that's what they're
designed t do.
Incidentally, the maximum current ratings for a 2 core single phase PVC
insulated cable are as follows (ambient temp 30C conductor operating temp
70C):
CSA Method4 Method3 Method1 Method11 or 13
1.0 11A 13A 15A 17A
1.5 14A 16.5A 19.5A 22A
Method4 is enclosed in an insulated wall etc.
Method3 is enclosed in conduit on a wall or ceiling, or in trunking
Method1 is clipped direct
Method11 is on a perforated cable tray
Method13 is free air
This does not take into account cable grouping factors, which will derate
the cable further.

So even with 1.0mm^2 cable it can safely carry 11A continuous - plenty of
time for a fuse to blow or MCB to trip.
