As I recall, the problem was (yet again) one of ridiculous cost cutting by
the UK coming back t  bite us on the ass.

Norweb couldn't roll out the service because of complaints from the Radio
COmmunications Agency, caused by RF leakage from, of all places, Lamp
posts.
The lamp posts basially radiated the carrier frequency, along with several
orders of harmonics, stomping all over a big chunk of spectrum.

The solution would have been t  install chokes on each and every lamp post,
which, it emerged, should have been there *anyway* and had only been
ommitted for cost reasons.

The register ran some stories on it...
