Got it!,
I had a hunt around and found a bug report that said the dev kit sometimes
did not use the right files for MIPS processors. I recompiled the
application for Palm-Sized PC 2.1 and used the application Install wizard
to create a setup for MIPS 3000 (note 3000 not 4000) and it worked!!!

Actually, I don't appear to have this file... is it supposed to be there
or is it part of the .CAB files??

I got the same with eVB, regsvrce.exe locks when it registers the runtime
dlls.
CE Tools for VB6 works fine but is not free like eVB.
