Have you tried Homeseer? I get mine to brighten to 80% on motion detect and
dim to 0% on motion stop. I also have it set with a virtual device which
lets me send a "Stay on" command to stop the lights dimming down
(eg if I'm
in a corner where the PIR doesn't see me or I'm drilling or something and
definetley don't want lights down!) It also brightens to 40% more slowly if
it's after 12pm or my "Go to bed" macro has run.
The only problem is with the PC having to think about it, it can take a
second or two for the lights to come up. I've almost fixed this by having a
dedicated PC to run Homeseer and angling the PIR so it detects you in the
hall just before you walk into the kitchen :-)

It's cheaper than a Homevision if this is the only functionality you need
it
for!
