In short, yes, although in my quick play with VB this morning, I
didn't find out how you specify which platform you're targeting.

Taken from the embedded tools FAQ:

Q: What platforms does eMbedded Visual Tools 3.0 support?
eMbedded Visual Tools 3.0 comes with SDKs for the Pocket PC, H/PC
Pro, and Palm-size PC 1.2. If you have other hardware, such as an
embedded development board, check with the vendor to find out if a
device-specific SDK is required. eMbedded Visual Tools 3.0 generates
code that is compatible with Windows CE version 2.11, version 2.12,
and version 3.0.

Q: What tools should I use if I need to write applications for
earlier devices, such as a Handheld PC running Windows CE 2.0 or a
Palm-size PC running Windows CE 2.01?
Developers targeting the earlier devices should continue to use the
Windows CE Toolkits for Visual C++ 6.0 and Visual Basic 6.0, in
conjunction with Visual Studio.
