Mainly because existing lighting positions are usually directly under
a joist, to give the ceiling rose something to screw into.  If you
take a ceiling rose down you'll probably find a joist behind most of
it.  You don't want to take an LD10 sized notch out of the bottom
surface of a structural joist...
