Hi Mark,

SWMBO works for the DSS, and I showed her this question. She's pretty sure
(NIC's not being her specialist area), it would probably >not< be
scaled
down pro-rata, as it is an upper limit. However, like I said, she isn't
100%
certain (only 99%!!), so suggests you check out the following URL:
