Comfort is more than able to do that. Each PIR trigger can be
associated with a response, which is basically a Comfort macro.
Comfort has just about all the standard X10 commands covered - on,
off, dim up, dim down, all units on/off, all lights on/off.

I have a couple of lights triggered on and off by PIR activity. I
also have a light sensor to work in conjuction with this, and also
turn lights on and off in response to other events - like leaving and
entering the house.

Some events such as sunset I've found easier to program via Homeseer
(although the light sensor removes some of the need for this
particular one).
