M**lin's do a real-time Quad processor for £129 (Order code DS58N) which
can
do: All 4 images simultaneuously (full rate), any 1 image (manually
selected
by pushbutton), or full-screen cycle between all 4 images and the quad
view,
with dweel adjustable between 1 to 15 seconds.

They also do a 4 channel auto-switcher with 2 video outputs, (no Audio)
adjustable dwell and manual override for a mere £39.99 (order code PP40T)

4 channel auto-switcher as above, but with audio is £69.99 (DS75S)

Lastly, if you need or want to do it with a modulated signal as in your
initial suggestion, then just about every modern TV card has a preview
mode,
that can display up to 9 channels simultaneously (but not in real time
obviously!) - each image is at a reduced frame rate. If you don't need
real-time, and can live with a modulated signal, then this is a very cheap
way of doing it. Also, the hardware above doesn't allow programmatic
control... (unless you hack the boxes and replace the switches with Comfort
relays or some such)...
