If I've understood this correctly he wants to put a standard mains plug and
socket under his floorboards with a x10 module controlling the light below.
I am not an electrician, but my immediate reaction is this is not safe.

Is there an Electrician in the group who could shed some professional
knowledge and building regs on this?

No reason at all...

I use an appliance module for my halogen lounge light (too much hum from
LM's) via an in line socket in the loft (it's a bungalow)
I have set it up so the switch must be on for the unit to work.
