Graham,
The problem (I had this too) is with W2K TS Services, and it's the WDM
Crossbar driver for the AIW card which causes the issue. If you have TS
enabled, it disables the Crossbar, and you can't capture video. I had a
ropey Mobo when I tried this in W2K Server, so a better AGP implementation
may be okay..

Would you mine checking a couple of things for me?

Firstly, are you using a new XP specific driver on your laptop?, secondly,
can you capture video okay?

I had hoped I wouldn't have to take my server to XP, as W2K caused enough
problems over NT4...

I'm a bit confused by this. I have ATI AIW in my XP desktop and have
successfully linked from it to my W2K server using TS and have linked to
it from my NT4 laptop and another XP desktop and an ePOD all using TS.
In what way does it not work?
