Most motorised valves have an inbuilt switch which is used to control the pump, if these are connected together then the pump will only run when a valve is open.

The electric valve idea is sound - as long as you remember that if ALL valves are OFF that your boiler/pump can cope - bypass loop or a radiator controlled by lockshield valves which DS hasn't shut down ;) 
 
<<I'm assuming that a heated towel rail in a bathroom would be enough of a heat leak ... correct?>>
