I use HV to add functionality to an existing subsystem but the subsystem itself must be able to work on its own.>>
 
And rightly so.  I was proposing that Mark could use the sensors and HV to provide ADDITIONAL control - retain the existing setup so that it still works - just perhaps turn the thermostats down to 10C as a failsafe.  That way, if HV packs up, (a) the house wouldn't freeze and (b) you could manually whizz the 'stats up to <insert your chosen temp> and everything would be A-OK.
 
The electric valve idea is sound - as long as you remember that if ALL valves are OFF that your boiler/pump can cope - bypass loop or a radiator controlled by lockshield valves which DS hasn't shut down ;)
