There are a few circuits for audio compressor / limiter here:

Or you could buy a rack mount compressor for about £100 :-) try
www.dawsons.co.uk or http://www.studiospares.com

Thats why the ads are so loud, they are run through one of these to give
maximum annoyance without distortion ;-) all you can do is compress
everything, might sound quite yukky on music though...
