Your best bet is to head over to www.microchip.com and download the
MPLAB development environment and the PIC datasheets. The IDE isn't
actually that bad, considering it's free, and the datasheet has
everything you need to know. They have a slew of application notes on
there too, which are a good way to learn PIC programming.
