Also ... if that were completely right then I would be able to dial up for internet access on the same number at all times and I would only get charged for the daytime calls (as per the BT Surftime deal) so there wouldn't be any need for me to have two different dialup numbers (0844 0404005 and 0844 0908005)

Strange ... it's just that the 0844 "surftime" number for my surftime account doesn't accept calls between 8am and 6pm usually (I usually get "There was no answer" during the day) - and my PC does still check for email during the day on that number by default as long as it's running outlook. It just doesn't get through and my Outlook sits there with "Delivery Error" untill I either connect to a different "daytime" number manually - I have never been charged for a call to the surftime number even though my PC probably phones that number at least 10 times over the day if it's left on.

ALL calls to surftime numbers (0844) are charged at ALL times. ANYONE can dial any surftime number, wether the ISP lets you authenticate is down to the ISP.
 
Charges for the call are DISCOUNTED by 100% (in other words scrapped) IF YOUR BT Surftime package covers the TIME that the call was in existance.

Strangely my dialup number for BT Suftime which should only be available between 6pm and 8am is available at the moment (11:30am)...
