No.  This works because you ALWAYS want the time to change forward in March.
 
The only reason there's a flag check on the October one is that the clock goes back.  If there was no flag the clock would keep going back and back every time it reached 1:00am again.

Isn't there a line missing from the SET BST code which tests for the BST flag being clear?

Does anyone know the "rule" for deciding when the clocks go backwards and forwards for signifying the start and and of British Summer Time? As was discussed in a previous email, Homevision doesn't know when our clocks alter and I'm finding that the HomeVisions calculations for Sunrise and Sunset are quite some way out still. I was just looking for a possible way to implement this.
