yes, but normally with ISP's, these ports are 'contended' ie used by upto
15-20 people at a time... Therefore sloooowww.

If you are willing to pay a premium, with ISP's such as PlusNet.. booo!

they will give you un uncontended port for unmetered 24x7 access - its
