I never solved the "looping between colour and B&W" problem.

However, I did solve the "Black and White only when you hit the
PAL/NTSC
button" problem.

I don't remember the details, and your TV's system menus will certainly
differ from mine, but the outline was that, somewhere deep in the TV setup
screen was a series of options about which flavours of PAL/NTSC to support
(I forget which, since this was a couple of years ago, and I've not touched
it since.) The trouble is that there are too many variants of, I think,
PAL.
The solution became obvious when the laserdisk swung into colour and stayed
there.
