OT - Network Black Hole?

A mate is going up the walls because he cannot connect to his machine over the Net via VNC etc.  We have tried another remote-control app as well as shoutcast server and nothing works.

 

It's like there's an invisible firewall acting on his PC.  Last night we closed everything down apart from Explorer and ICQ and got him to run the "Shields Up" thing.  Below is the results of the ports scan.

 

Anyone any ideas?
