I have experienced this problem with IE5.5 viewing PWS ASP sites on windows
95/98, is this your set up ? If so then I suspect there is a problem, quite
possibly with PWS. I have found that constant refreshing can help, and also
the problem often goes away with a reboot. I can't remember seeing the
problem with IIS sites, so maybe switching to NT4/IIS (if you're not using
that already) might help.
