Sorry - I forgot to mention that the destination would be on ISDN, so I was
assuming that at the telco level it could be done by a D-channel rejection.
The question was more about whether this could be triggered in TAPI.

Not as far as I am aware.

The calling party controls the call.

You could answer the call and then hang up. Some networks, noticeably the
mobile ones, and AFAIK all PBX's use "First Party Clear" whereby
either of
the parties hanging up the call will clear it down.

If the network doesnt support First Party Clear then the originator of the
call would still be holding your line and if you picked up the phone they
would still be there. To avoid people being able to "block" other
peoples
lines the network will force release the call after 3-6 minutes however
picking up the phone during this time will reset the timing period.

If ever anyone calls you and doesnt hang up properly, DONT keep picking up
the phone to see if its OK again as it will never clear down. Wait for
about
15 minutes and it will then be clear.
