Mark, the solution I use is a couple of Nokia 5100's and the Nokia
Datasuite. No pcmcia or pci card necessary. The supplied serial cable to
handset works with the software to provide a software modem as well as
downloading/uploading phone book and sending/receiving SMS. SMS are
opened in basic text boxes so copying and pasting in or out is easy.

Bear in mind though that if you have free internet [or at least don't
pay for time on-line] then there are many web services offering free sms
sending. I've only used the Totalise version so far [sms.totalise.net]
and if you can put up with the shortened message length due to an advert
they place at the end for their service, then it can be very handy. I
can't remember how many characters you loose but it tells you how many
characters are available as you type.
