I think you'll find it is.  Not necessarily to provide power, but to help
shield the other 2 pairs from each other.  Without the power cores, it will
be less reliable, in other words some equipment at some data rates may work
fine, others might not.

No harm in trying (but you have to get the connectors on the cable first
:-) )
