LW10 wall switchs v.s Lamp Modules.

Hi all,
Let me introduce myself; my name is Paul Wootton and I've been playing
around with X10 stuff for the past few months.   I'm now in the process of
moving home, and I'm taking the opportunity  to do some HA stuff.

Because of the way my new house (bungalow) is built it's not easy (read
almost impossible) to pull cables through half of it, and rewinring the
lighting with LD10's is also not a possibility.    Consequently I'm going
for changing the light switches to LW10's, and I've noticed a problem...

With the two (about 6 months old) LW10's I have at home; I can't dim
them to full off; the attached lights stay on (at about 10-15% brightness);
whereas the same bulbs driven from lamp modules will go completely dark.
Has anyone else noticed this?  Any ideas what's going on?
