Sounds like it's split from the other irc servers, and it's got protection
on so people can't try to gain ops while it's split.  There used to be a
way to gain ops on a channel by finding a server that was split off from
the main servers, and creating a channel so you get ops.  When the net
rejoins you would have ops on the channel.

Try another irc server?  irc.concentric.net?
